Abstract

A linear programming model maximising operational utility is presented. The model may be used in annual plans or working plans to simultaneously balance available resources and operational volumes, assign tasks to specific work teams and schedule operations. Another unusual characteristic of the model is the possibility of making full use of the experience and local knowledge of field staff, thereby providing a tool for decentralised planning.
